The detention camp at Guantanamo Bay Naval Base in Cuba has become a symbol of the war on terror, but its story began decades earlier. After a bloody coup d’รฉtat in Haiti in 1991, the base was used to detain thousands of Haitian refugees who had fled the country by boat and had been picked up by the U.S. Coast Guard; most were repatriated by the George H.W. Bush administration without being allowed to apply for asylum.
